GHMC -Self Sustainable model
Good Morning Maam,
I would like to thank you and sir for the warm hospitality myself and Dr G.V Rao received yesterday.I welcome you to join the http://indiachanging.ning.com association .Here we share knowledge and other information to fight with corrupt forces that haunt the Indian system.The core idea being - "I may not change India, I may not change A.P.,I may not change Hyderabad but I will fight corruption in the municipality or gram panchayat I reside in and awaken my colony members through resident welfare association" and join the local federation umbrella[ GAASA] which in turn is supported by UFERWAS - United Federation for Residents Welfare Association -GHMC Hyderabad.Let us work towards making GHMC ALWAL Corruption free.The basic norm we have set for ourselves is "WE SHOULD THINK,FEEL AND ACT LIKE INDIANS" and let us keep our religion, caste , area preferences inside our homes and on road let us be the CIVILIAN INDIAN SOLDIER and work towards creating accountability at all levels.
You are aware that GHMC Hyderabad is divided into 18 municipal circles and 95% of them are not computerized.Their staff lack a. Basic English Skills - verbal/written b. Basic Computing skills c. No Tele/personal etiquette .They need to be trained on these on war footing. GHMC still employs manual methods of accounts leading to unaccountable corruption at all levels. In this e-age they still lack basic techno skills and concept of automation [saving time] is greek and latin to them.
Most important point which will startle you is GHMC right from its inception has been receiving crores of rupees from World Bank,DFID-U.K, JNNURM,Central and State Government as funds for various projects till date there has not been a SINGLE AUDIT REPORT of accounts by an external private agency belonging to ISO9000 standards.GHMC has not published its annual reports till date. All the 18 municipal circles are giving manual property tax receipts and Alwal municipality has the dubious distinction of arresting bill collectors for issuing duplicate property receipts and its Ex Munc.Commsr Mr.Srinivas Goud was arrested under disproportionate assets to income case.Presently Mr.Goud is working in GHMC Hyd in valuation dept.Whatever amount citizens are paying as taxes , BRS, LRS there are no accounts it is being directly transferred to treasury and money is being wasted by our NERO[ YSR] on his insipid schemes making people lazy, bureaucracy corrupt and overall administration ineffective at all levels.
Now the solution :
It is here I request your kindself to express our genuine concern to our C.M Dr.Y.S.Reddy [ I fondly call him Nero -as I say when A.P. is burning Nero is fiddling , suits him to the "T"] in your proposed meeting shortly.
As per today's reports Nero has canceled the Shamirpet to Parade grounds flyover due to paucity of funds . This flyover would have eased the congestion in our circle but nero is nero.Anyway coming to the core issues :
Kindly suggest these methods to increase the cash inflow into his[ I mean Govt] treasury
1. A.P.Transco 's software can be integrated to collect the property taxes monthly .Example - Every
electricity meter has a consumer number i.e citizen's number.If Mr.X is paying annual property tax of Rs
6000.00 this should be included in the electric bill receipt on monthly basis i.e. Rs 500= prop tax + Rs
600= Elec Bill +Rs 100-water tax in a single computerized bill .This increases the cash flow and reigns in
accountability.
2. GHMC Staff need training in : a. Basic English Skills - verbal/written
b. Basic Computing skills
c. Tele/personal etiquette
and they should promptly address citizens online grievances and keep a tracking system for complaints
3. Real Time Networking in all Municipalities : To simplify the concept . an Alwal cirlce taxpayer having a
property in Serlingampally circle has to go all the way to pay the taxes to that circle.If its on Real Time
Networking this can save time and costs to one and all.Now the grouse you will hear from the white
elephants[ State and Central Bureaucrats- 90%] is that they are working on the software and it is creating
admin problems , Kindly tell them that the entire population of GHMC in all circles is not more than 1 crore
whereas the largest job provider in the world i.e The Great Indian Railways has a website which caters
to 1 billion population and 40% of the population are using this services without any hindrance at all and this 40% population is increasing by the day and its details are http://irctc.co.in or http;//indianrail.gov.in
4. Audit of accounts - GHMC should audit their accounts [ outsource] to a private party of international repute and publish their reports quarterly and share the information with its primary stakeholders its CITIZENS.
5. GHMC should actively involve local Resident Welfare associations in the civic works and make
RWA and the contractor accountable
6. GHMC should provide insurance cover to its sanitation workers [ internal and external]
7. Every GHMC Circle will work on the taxes collected from its circle and take required assistance from
external agencies and reduce the public debt .This is self sustainable model of working and last but not the
least - A Municipality under our Indian Constitution has been defined as Self Governance.
Given below is a rough idea[with minimum expectations] to make every GHMC circle self sustainable
I request you to go through the information below , share it with like minded people who would like to change India at grass root levels and would be grateful to you if you can voice this concern of the "aam aadmi - common man of India -ghmc hyderabad" to NERO.

A note I had written earlier on GHMC functioning is being sent as the GHMC elections are round the corner and it is the right time for every concerned GHMC taxpayer in all the 18 circles to understand this note and share the same with like minded people to reflect and ACT!
Thank you for your kind words and encouragement.In the last GAASA meeting held on 26.4.09 I had discussed with the members that revenue potential of GHMC is huge and if left for every municipality to its own its own citizens can work on self sustainable model.Kindly consider these approximate figures FOR MODEL discussion only
Last census of 2001 states that the population of GHMC Alwal is around 1.10 lakh, by any standards it would have risen to 3 lakhs minimum.Keeping the above figures in mind
set figure : zone- annual basis complete ghmc alwal zone -alwal,yapral,bolarum,
Kowkoor etc
50,000 houses paying a property tax approx 1000 per house = 50,000 x 1000 = 500,00,000.00
10,000 business establishments paying trade tax around 1000 = 10,000x 1000= 100,00,000.00
50000 houses paying elec bill around rs 500 per month = 50,000 x 500 = 250,00,000.00
50000 houses paying water bill around rs 100 per month = 50,000x 100= 50,00,000.00
25000 flats x 4 people per flat =100000 x 50 rs flat tax = 100000x 50 = 50,00,000.00
5000 unorganized small businesses pay rs 50 community dev.tax= 5000 x 50 = 2,50,000.00

Just with these raw figures GHMC Alwal can collect Rs 9.52 crores imagine the figure with authentic database and all taxpayers coming forward willingly to pay the tax.

Every municipal circle is based on minimum population of 1.00 Lakh people .Based on this basic figure let us calculate the data
18 circles x 1.00 lakh = 18 lakhs ,assuming only 75% are paying taxes =13,50,000
13,50,000x 3000 per household tax annually =4050000000 can be the minimum amount that can be collected or more is going to the GHMC treasury in an UNACCOUNTED MANNER without any audit by a private or an international firm of iso9001 standards.GHMC till date has not submitted any balance sheet ,profit and loss account.Its Revised budget estimate for the year 2008-09 reflects at 18.11. crores as the same in last year under the heading computerisation .Even GHMC would have spent 1 crore in 18 circles for computerisation it would still be left with 11 lakhs surplus.I am asking " where is the computerisation , double billing is rampant, we have bill collectors being caught and suspended and again returning to work,we have dy cmsrs caught by ACB in disproportionate assets to income case being given cream posts ,PLEASE THINK on this and share the same with others
Now there are voices that say my suggestion is utopian and cannot work with selfish citizen.
My theory is that the same selfish citizen is paying elec bill because he is assured that that is essential and also that there is proper DISCOM admin at work and they are using the latest meters and readers to convince the selfish citizen that his power bill is being utilized correctly and you will get value for money for the tax paid inspite of severe power cuts and there is a damocles sword that is hanging on the selfish citizen that it can be cut .simple methodology.
Now if one of us really takes these GHMC figures to ACCOUNT and files an RTI IN THEIR respective GHMC Circles asking for complete info house wise - elec, water usage, prop tax arrears[first update the computers and update database which GHMC does not want to do and plays the BLAME THE GAME] THE first info that will come out is maximum number of arrears are pending from the various government departments and their buildings from years and they are being provided power and water and use of property free of charge .AT WHOSE COST ? biggest defaulters are the big shot politicians,bureaucrats and businessmen and definitely the B.Hills, J.Hills, OLD CITY of hyderabad. Our Ex`CM's ->YSR, NAIDU, etc are on the biggest defaulters list so are the big shot malls ,bureaucrats,retd bureaucrats, cineplexes , corporate hospitals , commercial complexes etc .for example There is a big commercial complex opposite to alwal eseva where andhra bank has occupied the ground floor[ it should not be constructed but there is NO BRS/LRS followed just because it is owned by hanumanth rao and he is a big leader in alwal area representing TDP and contested from medak and he is a big landlord having many properties in and around alwal area[ his building does not come under BRS for GHMC but some hapless retd man or an it guy buy a flat or indp house the GHMC pounces on them] the kallu compounds, the wine shops, belt shops [do they have proper trade licenses] the marriage halls - DO THESE PAY TAXES AT ALL? You know the answer !
why should the GHMC Tax payer be a mute spectator and bear the burden of THESE WHITE ELEPHANTS ?
its time GHMC 'S ACCOUNTS ARE AUDITED BY A PRIVATE FIRM OF INTERNATIONAL REPUTE ON QUARTERLY BASIS AND REAL TIME NETWORKING IN ALL 18 CIRCLES SHOULD BE TAKEN ON WAR FOOTING and then GHMC has the right to ask for taxes from all not just from the AAM AADMI who has to pay his children's fee hike,errant auto drivers/cabs,pathetic govt hospitals,3rd class govt schools,ineffective sanitation and sewerage system and staff,rising prices of essential commodties as the white elephants and political parasites suck the blood of the common man.
